Is there a statute of limitations for arrest warrants and what about interstate extradition?

My nephew took his ex girlfriends car and superglued the locks on the door and took a car stereo that he bought for it. She filed criminal charges for larceny over 250 dollars in Machussetts. Now he has an open warrant for his arrest. He is in Mexico with me now and has no risk of getting arrested here. I am talking to his ex girlfriends parents to pay for the damages to her car in hopes of them dropping the charges. Can they drop the charges and if not is there a statute of limitations? By the way she also stole his play station 3 and stole a bunch of other stuff from his apartment. In my opinion, both of them were acting very juvenile. I really dont want him to get arrested and serve jail time over an ugly break up.
