What is causing this bump on my big toe?

So there is this bump that grew on my big toe. Its not very big but it has stopped growing. It is rough and hard kinda feels like callus. Its a circle and when I go in the pool it gets soft and when I put a band aid on it for a night it gets smaller. What do you think it is?
